&lt;p&gt;&lt;span class="Apple-style-span"&gt;USSA along with the Advancement Project, the American Civil Liberties Union, the ACLU of&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;and the law firm of Pepper Hamilton LLP filed a federal lawsuit challenging two statewide voter purge programs that could potentially disfranchise hundreds of thousands of&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;voters in advance of the November 2008 presidential election. The lawsuit was filed in the U.S. District Court in Detroit against&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;Secretary of State Terri Lynn Land,&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;Bureau of Elections Director Christopher M. Thomas, and Ypsilanti Clerk Frances McMullen.&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;Under one voter removal program, the&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;Department of State, which administers both driver's license and voter registration records, immediately cancels the voter registrations of&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;voters who obtain driver's licenses in other states instead of issuing the appropriate confirmation of registration notices and following the other voter removal procedures required by the National Voter Registration Act of 1993 (NVRA). According to the Department's own estimations, over 280,000 voters per year are removed from the rolls in this manner.&lt;/p&gt;
&lt;p&gt;Under the second voter removal program, a&amp;nbsp;&lt;span class="nfakPe"&gt;Michigan&lt;/span&gt;&amp;nbsp;state law requires local clerks to nullify the registrations of newly-registered voters whenever their original voter identification cards are returned by the post office as undeliverable. Detroit elections officials report that nearly 30,000 voters per year in that city alone are removed from the rolls as a result of this state election law, which violates the NVRA and other federal and state laws. The NVRA permits voters to remain on the voter rolls for at least two federal elections after voter registration cards are returned.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;/span&gt;&lt;/p&gt;
&lt;p&gt;&lt;span class="Apple-style-span"&gt;CONCLUSION&amp;nbsp;&lt;br /&gt;WHEREFORE, it is hereby ORDERED that the defendants Michigan Secretary of&amp;nbsp; State and the Michigan Director of Elections:&amp;nbsp;&lt;br /&gt;&lt;br /&gt;(1)&amp;nbsp; Immediately discontinue their practice of cancelling or rejecting a voter's registration based upon the return of the voter's original voter identification card as undeliverable;&lt;br /&gt;(2)&amp;nbsp; Remove the "rejected" marking in the QVF from the registrations of all voters whose original voter IDs have been returned as undeliverable since January 1, 2006 until the present, unless rejection was warranted for some other lawful reason;&amp;nbsp;&lt;br /&gt;(3)&amp;nbsp; Make no other designation, including but not limited to "cancelled," in these voters' registration records in the QVF or elsewhere, that will prevent their ballots from being counted if they appear at the polls and give whatever further proof of Michigan residence is required or permitted under applicable state and federal law; unless such a designation is warranted by written notice from the voter or for some reason other than change of residence;&amp;nbsp;&lt;br /&gt;(4)&amp;nbsp; Preserve and not destroy until after December 31, 2009, any and all records relating to maintenance of Michigan's voter registration files that have, since January 1, 2006, resulted in the cancellation of the registration of voters who have applied for out of state driver's licenses, or the cancellation or rejection of voters' registrations based upon the return of original voter identification cards ; and (5)&amp;nbsp; Give no order, direction, or encouragement that any other government official or any other person engage in activity hereby prohibited to them.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It is further ORDERED that the defendants Michigan Secretary of State, the Michigan Director of Elections, and the Ypsilanti City Clerk file an answer to the complaint in this action no later than fourteen days from the date of this Order.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;SO ORDERED.&amp;nbsp;&lt;br /&gt;s/Stephen J. week, &lt;a title="external-link" href="http://www.nytimes.com/2007/11/20/us/20loan.html?ex=1353301200&amp;amp;en=1793262937b20f17&amp;amp;ei=5124&amp;amp;partner=permalink&amp;amp;exprod=permalink"&gt;&lt;em&gt;The New York Times&lt;/em&gt;&lt;/a&gt; reported an audit that uncovered misuse of a $34 million student loan subsidy.
Students attend class, work grueling hours at a low paying job then go home to
study – making real sacrifices to pay for a quality education. Last month, &lt;a title="external-link" href="http://www.collegeboard.com"&gt;College Board&lt;/a&gt; released their &lt;a title="external-link" href="http://professionals.collegeboard.com/portal/site/Professionals/menuitem.65452323633e94493883234011a161ca/?vgnextoid=beeccf9a10494110vcm-02000000aaa514acRCRD&amp;amp;vgnextchannel=7f3b4ada81814110VgnVCM200000121a16acRCRD"&gt;2007 research on higher education&lt;/a&gt;, showing private loan borrowing up 6% in ten years.&lt;br /&gt;&lt;br /&gt;Big student loan
companies willfully take advantage of the student finance predicament by
demanding high interest rates. Now, months after &lt;a title="external-link" href="http://www.washingtonpost.com/wp-dyn/content/article/2007/09/14/AR2007091401549.html?referrer=goo"&gt;corruption was unveiled&lt;/a&gt; in the
private student loan industry, more allegations emerge. Students are sick and
tired of being bullied, robbed and denied access to affordable higher
education. Whenever I see news articles or hear stories from students that show
just how far we have to go, I feel renewed energy for the work we do at USSA.
By equipping student leaders with the resources needed to push for change, USSA
is working to bring honesty and integrity back to the United States higher
education system.&lt;/p&gt;

      <atom:title>Senate fails to help DREAM of immigrant students</atom:title>

&lt;p&gt;Today, Senate leadership &lt;a title="external-link" href="http://www.c-span.org/capitolspotlight/"&gt;failed &lt;/a&gt;to win the 60 votes needed to move the DREAM Act toward a vote and delayed an opportunity to hold true to the values of our country.&lt;/p&gt;
&lt;p&gt;Every year, approximately &lt;a title="external-link" href="http://www.ailf.org/ipc/infocus/ipc_infocus_07dream.shtml"&gt;65,000 qualified undocumented students&lt;/a&gt; graduate from high school, but are stuck in limbo without the ability to legally obtain work or access the necessary aid to attend college.&lt;/p&gt;
&lt;p&gt;I myself am the son of two immigrant parents, both of whom emigrated from Cuba in the mid 1970’s.  I grew up in Miami and went to school with many of the students who make up the ‘65,000 student’ statistic.  As immigrant youth, we read the same books, watched the same TV, and went to see the same movies as our non-immigrant peers.  We had the same experiences they did, but are now unable to live the same dream.&lt;/p&gt;
&lt;p&gt;As president of the &lt;a title="external-link" href="../../../../../../"&gt;United States Student Association (USSA)&lt;/a&gt;, representing hundreds of campuses throughout the country, I am
challenging students today to come together in support of our peers whose voices are being drowned out by anti-immigrant forces.&lt;/p&gt;
&lt;p&gt;This bill isn’t about amnesty.  It’s about hope, opportunity, and ensuring the American dream continues to exist for generations to come.&lt;/p&gt;
&lt;p&gt;At USSA, we believe that education is a right for all, regardless of immigration status and though the recent vote is a minor setback, students will continue the fight, organizing call-in days and lobby visits, rallies and educational forums until the voice of reason echoes through the halls of the Senate and we enact the truly American DREAM into law.&lt;/p&gt;

&lt;p&gt;In a close vote on the Senate floor this morning, the DREAM Act (S.
2205) failed to gather the necessary support to come to a vote on the
legislation itself.&amp;nbsp; The vote fell almost entirely along partisan
lines, with 11 Republicans voting in favor of the bill and many
Senators absent.&amp;nbsp; Immediately following the vote, Senate Majority
leader &lt;a title="external-link" href="http://reid.senate.gov/"&gt;Harry Reid&lt;/a&gt; (D - NV) motioned to reconsider, citing the
possibility of more talks between&amp;nbsp; Democrats and Republicans to gather
more support for the &lt;a title="Federal DREAM Act" class="internal-link" href="../../../../../../our-work/legislative/federal-dream-act"&gt;DREAM Act&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;Keeping track of the debates on &lt;a title="external-link" href="http://www.cspan.com"&gt;C-SPAN&lt;/a&gt;, we saw &lt;a title="external-link" href="http://sessions.senate.gov/"&gt;Sen. Sessions&lt;/a&gt; (R - AL) shortly after the vote emphasize the need to focus on larger immigration legislation and reform, while Sens. &lt;a title="external-link" href="http://murray.senate.gov/news.cfm?id=286026"&gt;Murray&lt;/a&gt; (D - WA) and &lt;a title="external-link" href="http://durbin.senate.gov/"&gt;Durbin&lt;/a&gt; (D - IL), a co-sponsor of the bill, spoke in favor of passing the bill, citing the personal testimonials of high school and college students as highly influential in their decisions.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The &lt;a title="external-link" href="http://www.c-span.org/guide/congress/glossary/cloture.htm"&gt;cloture&lt;/a&gt; vote took place this morning, with 52 senators supporting and 44 senators opposing.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;The Senate has a chance
today to pluck a small gem from the ashes of the immigration debate. A
critical procedural vote is scheduled on the Dream Act, a bill to open
opportunities for college and military service to the children of
undocumented immigrants.&lt;/p&gt;
&lt;p&gt;Roughly 65,000 children graduate each year from high school into a
constrained future because they cannot work legally or qualify for most
college aid. These are the overlooked bystanders to the ferocious
bickering over immigration. They did not ask to be brought here, have
worked hard in school and could, given the chance, hone their talents
and become members of the homegrown, high-skilled American work force.&lt;/p&gt;
&lt;p&gt;The bill is one of the least controversial immigration proposals
that have been offered in the last five years. But that doesn’t mean
much. Like everything else not directly involving border barricades and
punishment, it has been branded as “amnesty,” and has languished.&lt;/p&gt;
&lt;p&gt;But this bill is different, starting with its broad, bipartisan
support, from its original sponsor, the Utah Republican Orrin Hatch, to
its current champion, Richard Durbin, Democrat of Illinois. Repeated
defeats have forced Mr. Durbin to pare away at the bill’s ambitions. It
focuses now on a narrow sliver of a worthy group: children who entered
the country before age 16, lived here continuously for at least five
years and can show good moral character and a high school diploma. They
would receive conditional legal status for six years, during which they
could work, go to college and serve in the military. If they completed
at least two years of college or military service, they would be
eligible for legalization.&lt;/p&gt;
&lt;p&gt;These young people — their numbers are estimated at anywhere from a
million to fewer than 100,000 — are in many ways fully American, but
their immigration status puts a lock on their potential right after
high school. They face the prospect of living in the shadows as their
parents do, fearing deportation to countries they do not know, yearning
to educate themselves in a country that ignores their aspirations.&lt;/p&gt;
&lt;p&gt;The Dream Act rejects that unacceptable waste of young talent. The
opportunity is there, provided the votes are there in the Senate.&lt;/p&gt;

&lt;p&gt;In a time when national attention is being put on the Federal DREAM Act, our state affiliate, UCSA,&amp;nbsp; and students in California are also fighting to ensure access for all students in California regardless of race, gender, sexual orientation, or status.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;SB 1, also known as the California DREAM Act, has passed through the state legislator and now sits on the governor's desk waiting approval.&amp;nbsp; It is now more important than ever to increase financial aid and make it accessible in order to offset the rising cost of tuition.&amp;nbsp; This bill, like the Federal DREAM Act, would allow qualified high school graduates access to important funding.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The CA DREAM Act, in addition to the Federal DREAM Act, will make us one step closer into making education a right and not a privilege.&lt;/p&gt;
