PLEASE KEEP IN MIND THE FOLLOWING REQUIREMENTS:
1. Submissions for resolutions must pertain to educational access, students, or the
organization of USSA and its membership.
2. The Administrative Plenary Committee will strictly enforce these submissions to
ensure they are directives that the USSA Board of Directors can reasonably accomplish
with the support of USSA Staff.

2) Please fill out the Strategy Chart in the AA packet.
3) Please explain briefly how/if this issue meets the following qualifications:
1. Is it winnable?
2. Does it directly impact and improve students’ lives?
3. Does it have a clear target?
4. Does it build a measurable amount of power?
5. Does it have a clear and realistic time frame?
6. Does it have a state/local organizing angle?
7. Could students build a diverse campus coalition around this issue?
8. Is it likely to be debated and acted upon by Congress in the next year?
9. Will it strengthen and expand grassroots investment in USSA?
10. Can you provide background information and the current context of the issue?
11. What creative and/or innovative tactics could we employ to engage the media and excite new students around this issue?
